Found on the Rooftops in the Urban Quarter of Gran Soren.

Picking up this item grants a reward of 2 Rift Clusters and 1,000 experience. This item can be duplicated at The Black Cat for 18,750 Gold.

Walkthrough

Access the rooftops by either climbing the ladder near The Black Cat, or jumping onto a roof from one of the castle walls. The badge can picked up from a chimney on a rooftop across from Devyn's Barber Shop.
